This course provides safety managers, operators and accountable executives of Part 135, Part 91.147, and applicable Part 21 type certificate and production certificate holders with the knowledge and tools necessary to comply with the FAA’s 2024 requirements for Safety Management Systems (SMS) under 14 CFR Part 5. 

Participants will gain a comprehensive understanding of regulatory expectations, the four components of SMS (Safety Policy, Safety Risk Management, Safety Assurance, and Safety Promotion), and practical strategies for implementing, managing, and continuously improving their organization’s SMS. The course emphasizes the leadership role of accountable executives, regulatory compliance timelines, and real-world best practices to build a proactive safety culture that enhances operational performance.

Through case studies, interactive discussions, and application exercises, participants will learn how to design and sustain a compliant SMS tailored to their operation’s size, complexity, and risk profile. Graduates of this program will be equipped to develop effective policies, engage personnel, assess risks, and foster the accountability needed to meet FAA requirements while achieving meaningful safety outcomes.

  • Applicability for Part 135, Part 91.147, and Part 25 operators
  • Role of the accountable executive and safety manager

Module 2 – SMS Foundations

  • The four components of SMS
  • Integration of SMS into existing operations

Module 3 – Safety Policy & Leadership

  • Roles and responsibilities of accountable executives
  • Developing a safety policy statement
  • Defining safety objectives, responsibilities, and expectations

Module 4 – Safety Risk Management (SRM)

  • Errors and Violations
  • Hazard identification methods
  • Risk assessment and mitigation tools
  • Developing and documenting risk controls

Module 5 – Safety Assurance (SA)

  • Data collection and safety performance monitoring
  • Internal audits and safety performance indicators

Module 6 – Safety Promotion

Module 7 – Implementation Strategies

  • Phased implementation of SMS 
  • Scaling SMS for small vs. large operators

Final Exercise
